THE DISCUSSION OF THE CONSTITUTIONAL REFORM IS ABOUT TO BEGIN IN THE SENATE WHICH, INCLUDING THE DIRECT ELECTION OF THE PRESIDENT OF THE COUNCIL OF MINISTERS, IS VERY CLOSE TO GIORGIA MELONI WHO ASPIRE TO STRENGTHEN HER POWER BY MARGINALING THE PARLIAMENT AND RESIZING THE ROLE OF THE HEAD OF STATE. A DANGEROUS IMBALANCE IS CREATED BETWEEN THE POWERS OF THE CONSTITUTIONAL BODIES.
“The wicked division pact is being implemented: in the Northern League the reform of differentiated autonomy known as Split-Italy, which further enriches the northern regions and increasingly impoverishes the southern ones; to FDI the reform of the premiership, crowning Meloni as president of the Plenipotentiary Council, reducing the other constitutional bodies, Parliament and Head of State, to simple simulacra; in FI the justice reform, implementing post-mortem what Berlusconi failed to do in life, that is, a sort of disguised amnesty. To begin with, the crime of abuse of office is cancelled, so that public administrators can arbitrarily exercise institutional powers without criminal consequences, derogating from the art. 97 of the Constitution which prohibits public officials from pursuing interests deviating from the public interest. In just over a year of government, the Center Right has undermined the Constitution, disapplying its fundamental principles. I have already represented in two speeches in the Senate the more than 10 aspects of unconstitutionality of the Northern League reform of differentiated autonomy. I will do the same in the next few days when the reform of the premiership will be discussed, in the hope of offering useful arguments so that the Constitutional Court can overturn these dangerous reforms which take us back in time, before the launch of the Republican Constitution in 1948. For the moment I limit myself to just one reflection. The Constitution, attributing to the Head of State the delicate role of guarantor of the unity of Italy, is violated with the reform of the premiership. As a result, his powers are greatly reduced. This reflects the ineffectiveness of the presidential role of guarantor of the unity of the Republic, precisely now when, as a result of the Split-Italy Northern League reform, the country is in great need of this function. The reform wanted by Meloni destabilizes the balance between the constitutional bodies and tends to replace a democratic state with an authoritarian state, different and anomalous compared to Western democracies.”, so Sen.
